Based at Cook Compression, Ellesmere Port (EP) the HSE Advisor is responsible for day-to-day HSE management at EP and will assume additional responsibilities across other UK and Rest of World DPC locations as agreed with the UK HSE Manager. The HSE Advisor is responsible for administering and supporting the development of systems that drive safe operating practices. The role is responsible for cultivating a productive, healthy and an incident free workplace. Establishing and promoting HSE and collaborating with the UK HSE Manager, site management and employees to perform work in accordance with policies and procedures in compliance with regulatory Health, Safety and Environmental Laws and industry standards. The HSE Advisor will be visible, provide expert advice, coaching and support to all employees on HSE legislation and requirements.

 

The HSE Advisor will provide information, instruction, training and support on improvement activities across the UK and Rest of World supporting Corporate HSE strategy and objectives. Support the development and coordination of training programs in line with our Zero Harm at Home and at Work mission; recognize People, Prevention, Protection, and Process (4Ps) are the cornerstone of Dover Precision Components commitment to our employees and stakeholders.  The HSE Advisor will work closely with the UK HSE Manager and  Global HSE counterparts.

 

 

Responsibilities:

 

  • Reports to the UK HSE Manager with a dotted reporting line to EP Operations Manager on all aspects pertinent to the EP facility.
  • Build relationships, engage and collaborate with site Leaders across the UK at all DPC facilities.
  • Ensure compliance across DPC sites to local regulatory requirements.
  • Plan, implement, and oversee programs to eliminate or reduce occupational injuries, illnesses, regulatory risk and environmental impact.
  • Promote incident prevention for the benefit of employees and visitors. Walk the manufacturing floor at sites on a regular basis to establish HSE presence and provide support.
  • Identify, drive, present and lead HSE opportunities for improvement.
  • Develop, lead and coordinate internal and external health, safety and environmental training, as required.  This may include European travel to dedicated facilities/service centres.
  • Lead risk and environmental activities, ensuring maintenance of risk registers. 
  • Support Risk Assessment/Environmental Aspect Teams in completion or review of assessments.
  • Chair and coordinate monthly HSE Committee meetings and HSE Management Reviews at core EP site and as required at other UK facilities.
  • Leads and coordinate incident investigations and root cause analysis and reporting of such, inclusive of supporting the UK HSE Manager with legal/insurance claims against the business.
  • Collaborate with HR on employee-occupational health and safety related concerns.
  • General day-to-day HSE administrative activities; such as ZeroHarm at Home behavioural based safety monitoring, reporting and support to site management and employees.
  • Liaise with the facilities and maintenance management to ensure all safety critical equipment.
  • Represents the organisation in community or industry safety groups and programs, i.e. Scottish Engineering, Institution of Occupational Safety and Health and/or other.
  • Proactive monitoring and reporting of site conditions and standards inspections, audits and ZeroHarm at Home Behavioural Based Safety system (or DOVER equivalent) tools.
  • Monitor, report on and present monthly Key Performance Indicators (KPI’s).
  • Liaise with wider Global HSE team to share best practice and ensure consistency of HSE support throughout the Operating Company.
  • Flexibility to provide support to other DPC sites and travel to location, as required, for purposes of audit, investigations, training, HSE communications, HSE campaign management and implementation or update of policies, procedures or processes at site level.

Experience

  • 3+ years HSE advisory experience in similar role demonstrating skill set.

 

Education

 

Desirable

  • National Examination Board of Occupational Safety and Health (NEBOSH)
    • National Diploma for Occupational Health and Safety Management
    • Or equivalent European Qualification Framework (EQF) level 6 or other qualification – Degree/Bachelor of Arts (BA) in related HSE studies or equivalent.
  • Institution of Occupational Safety and Health
    • Technical Member – Tech IOSH, Graduate Member – Grad IOSH or Chartered Member – CMIOSH.

Essential

  • National Examination Board of Occupational Safety and Health (NEBOSH)

National General Certificate in Occupational Health and Safety or equivalent.
