Job Summary:
As part of Belvac Operations, the Trade Compliance Manager is responsible for all areas of Trade Compliance, including preventing and resolving issues that may otherwise result in customs or compliance delays or violations. This role interacts with the Dover Legal/Global Trade Compliance organization and participates in work groups to define the Global Trade Compliance standards for Belvac. This role is a primary Trade Compliance point of contact providing guidance to the business.
A key responsibility of this role is to help enable the business to fully comply with all relevant trade compliance laws and regulations. Close collaboration with Dover Legal/ Global Trade Compliance, Sales, Finance, Supply Chain, Shipping/Receiving, Purchasing, as well as relevant Government Authorities, is required to successfully enable compliance.
Roles & Responsibilities:
- Create and implement Global Trade Compliance standards and procedures to enable compliance with all relevant trade compliance laws & regulations for all countries in which Belvac has a presence.
- Monitor and analyze impacts of changes in import/export laws and regulations, align business processes with these changes & evolutions
- Interface with internal and external customers in trade compliance matters, including regulatory agencies
- Interact with cross functional teams to increase awareness of key strategic developments in the GTC area, collaborate with Dover Global Trade Compliance
- Determine HS/Customs and, where applicable, Export Control Classification and Country of Origin Determination
- Determine whether the company’s products qualify for preference programs and document compliance
- Develop, establish, and control the Duty Drawback Program
- Deploy trainings linked to global and/or regional trade compliance requirements, help in the preparation of training material and record training participation
- Participate in trainings to stay updated on relevant trade compliance laws & regulations under all relevant jurisdictions
- Develop and manage /deploy import/export compliance processes and procedures, participate in work groups to support the development/deployment of such processes and procedures, this includes Denied & Restricted party screening processes, “Know your customer” and Third-Party management compliance
- Works closely with Sales and the visual compliance process in risk mitigation in collaboration with Dover Global Trade Compliance.
- Conduct internal reviews to identify risks. Develop corrective action plans based on findings and follow actions through until complete
- Maintain auditable standards, prepare for, and support internal & external audits, in close collaboration with the Director or Global Supply and Planning, Global Sales Operations, and Dover Legal/Global Trade Compliance
- Develop, establish, and perform the Standard Work to Pre and Post-Entry Check Process for imports.
- Develop, establish, and monitor adherence to the Standard Work for exports – including, but not limited to, USMCA, COO, CBAM, and other shipping documentation.
- Administer import/export brokerage services as required. Develop KPIs, monitor metrics and perform periodic performance reviews on active Customs Brokers
- Maintain and manage Assist database to ensure accurate values are reported to relevant customs authorities for duty purposes.
- Report and escalate to the Director Global Supply and Planning, Global Sales Operations (dotted line), Executive VP, and CFO as needed, including but not limited to any issues or potential violations
- Ensure recordkeeping compliance in line with the Dover/Belvac requirements and laws / regulations applicable to the business
Key Competencies:
- Working knowledge of the following regulations: import/export regulations, HS and ECCN classification, product origin, customs valuation, Free Trade Agreements, US EAR and/or EU Dual-Use regulations or elements hereof
- Familiar with ACE and similar customs data systems
- Knowledge of effective Corporate Trade Compliance Programs a plus
- A team player with ability to work independently with minimal supervision
- Confident, ability to work effectively at all levels of the organization
- Good change management agent, open-minded, result-oriented, pro-active, good listener
- Business focused, highly detail oriented/analytical, and adaptive to change
- Works well under pressure and can set priorities, drives actions until complete, quality-oriented approach of work
- Experience in product controls a plus
- Effective verbal and written communication skills
- Compliance experience with understanding of Import/Export and embargoed countries and US sanctions
Qualifications and Experience:
- Bachelor’s Degree in Supply Chain, Logistics, International Trade or related field/equivalent qualification.
- A minimum of 5 years of global trade compliance experience in a fast-paced manufacturing environment or similar industry.
- Customs brokerage experience is ideal.
